Joël Moret-Bailly is a professor of private law and criminal sciences at Jean Monnet University in Saint-Etienne and also a researcher at the Centre for Critical Legal Studies (CNRS/Jean Monnet University/Université Lumière Lyon 2). His research focuses on the organisation of professions and professional ethics and he is the author, co-author or editor of eleven books and over 80 articles. He applies a systematic cross-disciplinary approach to the legal organisation of ethics, deontology, disciplinary law, the organisation of professions, professional liability and conflicts of interest.

He was the CNRS's Ethics Officer and Whistleblower from 2018 to 2024 and is the vice-chairman of the ethics committee of the French ministries in charge of social affairs - Health, Social Affairs and Labour.

Joël Moret-Bailly has been in charge of fighting racism and anti-Semitism at the CNRS since 2020 and the Secularism Officer since 2022 and Officer in charge of managing whistleblowing reports since 2022.
